Ask RiotACT: Should we be wary of pre-2004 houses?

We’re not from Canberra but have lived here a couple of years now. We’re considering buying a house/townhouse/apartment and looking for a little extra local knowledge: we gather that the building regulations and building laws may have been reformed in 2004? (We may have this wrong).

Leaving aside Fluffies and low-EER old buildings, does the 2004 change in regulations mean we should be wary of places built before 2004 for this reason? Should we be particularly wary of buildings of a certain age? Or is this all urban myth?

(Any tips on identifying good or less-good builders would be great too — more familiar with systems elsewhere than here in the ACT).
