Actually, it is a fire which could have ‘four oxy-acetylene gas tanks’ explode.

I believe it was a trailer of some sort that was on fire and contained oxy-acetylene bottles that could potentially explode. There were apparently two other oxy-acetylene bottles near to the trailer as well so fire brigade closed the area off as a safety precaution.

Conder is the suburb named after the painter, a condor is a bird native to the Americas.
Nor is there a “Tuggers” police station.
