A friend of mine has recently arrived in Canberra and needs long term support for a heart condition and a referral to a Cardiologist,
I’m looking for GP in Gungahlin/North that has a special interest in cardiology. Can anyone recommend one?

I’m fairly sure that all GPs have an interest in cardiology, it’s pretty central to primary care management. Most chronic conditions are managed by both a specialist cardiologist and the family doctor, so you should be covered no matter which GP you go to.
