Status of Bicycle Cage at Kippax?

Does anyone know what is happening with the bike cage that was planned to be built at Kippax?

Looking at the ACT Govt’s Bike-and-Ride map ^[1], I noticed that Kippax was supposed to be getting a bike cage right about now i.e. “Late 2012″:

Nobody was available at the Bike-and-Ride office today to tell me what the status of the bike cage was, which makes sense seeing as though it is Sunday today and outside of regular business hours!
