Status of Bicycle Cage at Kippax?

Does anyone know what is happening with the bike cage that was planned to be built at Kippax?
Looking at the ACT Govt’s Bike-and-Ride map, I noticed that Kippax was supposed to be getting a bike cage right about now i.e. “Late 2012″:
