2% efficiency dividend concluded

The ABC reports the happy news that, for Canberra, the biggest item in the 2009 Commonwealth Budget is an end to the annual 2% belt tightening across the public service known as the “2% efficiency dividend”.

There will still be a 1.25% funding squeeze, down from 3.25%.

The CPSU is pleased:

    “It’s a welcome surprise, we’ve been campaigning hard in the community over the last nine months to have that special efficiency dividend knocked off,” he said.

    “That’s a good start but there’s more work to be done to ensure that this blunt instrument which is a tax on jobs and a tax on services is removed from the Budget in future years.”

Apparently 1,700 public service jobs are getting the chop, to be balanced by 3,200 new jobs also in the public service.

Wouldnt it be easier to job-swap all these people, and just create another new 1500 jobs?

ah, but if you can employ a heap of entry level aps people as01 to as05, vs all the EL1 (I don’t know if that is what the execs are called) that you already have, you can get more for your money. Makes me think of the escalator to nowhere. start at the bottom, have bugger all money, and fall off at the top with lots of money…

Ah, but what they tend to do is cut the lower ranks and employ more SES.

Actually I’m relieved and surprised by this. I thought the APS would get mega-cuts in this budget. Wierdly the Rudd govt cut the APS in the last more generous budget (the 2% extra cut/dividend) and have gone easy on teh APS in this ‘tough times’ budget.

Perhaps the loss of jobs and programs in the smaller agencies like the galleries/museums and the ABS made them realise these cuts are not painless.

Or maybe they realised they can’t keep asking the APS to do more with less.

If the people are suitable, they’ll probably be placed in those positions instead of a VR.
