A rooting room for Bimberi? [With poll]

The ABC has the intriguing suggestion that putting a “safe place for detainees to have sex” into the Bimberi Youth Justice Centre might help the little darlings cut down the rampant spread of the clap.

“There’s no facility for conjugal visits, in fact there’s no thought of offering that facility,” he said.

“Yet we’re placing people in our care, we do know they are sexually active and we don’t acknowledge it.

“We don’t have the capacity to introduce them into functional safe sexual relationships, and that has health risks.”

Apparently we’d be the first in the world to offer conjugal rights to young people.

UPDATE 18/07/12 17:29: This statement in from Joy Burch’s office:

The ACT Government is not considering allowing conjugal visits for young people in the Bimberi Youth Justice Centre.

This was not something raised by the Human Rights Commission in its comprehensive review of Bimberi’s operations last year, nor has it been been formally raised with Government by other stakeholders in youth justice.

There is no youth justice facility in Australia that allows conjugal visits, and at this stage this is not something the ACT Government will consider.

I spotted a letter to the editor in the Canberra Times today supporting Dr Levy.
It was authored by a Jon Stanhope from Bruce.
Anyone heard of him?

That, except I’d say condoms not contraceptives.

I’m in favour of clean needles (even though I don’t think they should be using drugs) and other measures to cut down disease but I don’t see how this would help. If they have sex anyway then give them condoms not a room. They have to use them and some just won’t, regardless of where they are. Also it’s possible a lot of disease is being spread by prison rape and sadly I don’t think this would stop that either.

But there are a whole host of ethical issues if you provide these for youths even those over 16.

Anyway good to know it’s not really on the cards.

I think that it is worrying that Dr Levy is thinking about youths having sex, regardless of their living situation. It’s a prison, a place of punishment. If ppl are having sex there then it is obviously punishment for at least one of the participants:

I say they should carry on saving their mars bars wrappers and continue to biting down on that pillow because they are there as a result of their own actions.

Surely the raison d’etre of Bimberi is to teach young people cognitive skills, including self-control (so they stop focusing on themselves all the time which leads to rationalising/justifying criminal behaviour)? This proposal would seem to be the complete antithesis of that.

Giving them a room to do it in does nothing to stop the spread of anything. Unless someone is forcing them to use contraception and visually certifying that it is being used, how do we know if it is effective?
Why should we be “introducing them into functional safe sexual relationships” anyway, they are in there for a reason – it’s called rehabilitation, not sexual stimulation.
This quack Dr. Levy is a twit and should have his qualifications taken away for such a suggestion. Gawd, what’s next, taxpayer funded trips to Fyshwick for professional coaching on how to do it safely?
If I was a troubled teen and placed in a centre like that, I would expect the isolation, lack of freedoms and privacy to be the things that steer me straight. But civil libertarians are changing it to the point where incarceration is a better lifestyle than being out on the streets. No wonder society is going down the drain.

The Human Rights Commissioner must be busy writing policy recommendations to the relevant minister. Relevance is important for any bureaucracy to grow.

What a shame ex-sex-worker and sex industry advocate Fiona Patten is down in Melbourne pretending to be a Melbournian in this Saturday’s by-election. Otherwise no doubt she would be lobbying for paid sex services for these juvenile detainees.

Dr Levy also suggested that a needle and syringe program would have health benefits at the youth centre.Fascinating perspective although i would suggest just a little problematic but what the hell he’s a doctor so who am i to question such progressive thinking.The world has well and truly gone to hell in a handbasket!

Their excuse is that they are unable to live on the street and choose to go back to the comfort of jail where everything is provided for them. Bonus for them if this services is included as well.

And I thought this had something to do with Floriade…

How about a mugging room while we’re at it? Provide a rental subsidy to any little old ladies who volunteer to attend Bimberi once a week for the little crims to do their thing they do best.

I am usually for harm minimisation. But I can’t help but wonder where the punishment is locking up a teenage boy if he can still do 90% of the things he would like to do, and be given a special room to do it.
