ACTPLA Fubar from a lack of version control?

The ABC broke the news that the ACT Planning and Land Authority (ACTPLA) had failed to include restrictions on the Section 63 site when sending an agreement document to Leightons and Mirvac.

The problem has been put down to a lack of version control.

On the radio this morning Andrew Barr was obviously not a happy camper and announced he had sent invigilators from Ernst&Young to look at what ACTPLA is doing to insure document integrity.

Having spent a year in the Illawarra I get very nervous when ‘human error’ brings windfalls to huge developers.

UPDATED:Norvan Vogt from the Community Alliance Party is making merry with this debacle, sharing our suspicions about the process. We’re not so sure about the attempt at a pun.

Surely SNAFU, rather than FUBAR?

This suggests a problem. Did they use external lawyers (as they probably should for something this size?). It’s not that they might be better, but simply that they might ask questions that an insider assumes are already answered.

ACTPLA is not the most efficient government body. It’s not necessarily the whole departments processes that are at fault, but more importantly their individuals that hold them (and hence construction industry) back. A greater review than that being undertaken by EY presently need be performed!

Hmm, would that be considered an implied term? Contract law was so long ago.
