Ask RiotACT

Residents are trying to green up a small open park opposite to where they live by planting shrubs and small trees, with council permission. These are mulched and watered.

However, the contract council lawnmowers have shredded about 20 plants in the past 2 years, some a metre tall.

Any tips? Experiences?

I have experience of this. The solution is mechanical. Use the standard heavy duty hardwood stakes to mark off (the type that are normally used with strapping to hold up saplings on the verge and median). Often you’ll find abandoned ones from previous planting works that can be reused. Mowing contractors know from experience to work around them.
