I have used Zoe Barton in the past, Not sure if she is still in canberra, but would surely recommend her.

I can second Viktoria Novak Designs – her attention to detail is stunning, she really listens to what you want (in my case, not too much makeup and a natural look), and best of all? She comes to you! I didn’t have to traipse all around town on the morning of my Wedding – I could stay at home and relax.

Mrs Monarch has advised me that she got her make-up done with Napoleon in the Canberra Centre, for our wedding last year. We were both very pleased with the results, and the cost was reasonable. In addition, I believe the package included $100 worth of make-up from in store, which could be used for the wedding make-up, or for stuff to take for daily use. Worth a look if you are happy to venture to the CC on your big day. Fairly sure the usual pre-wedding make-up trial was included as standard too.
