Andrew Barr has unveiled significant changes to the way land is controlled in the ACT:
the Government has opted for a model that retains the independent expertise and commercial focus provided by the LDA Board while closely integrating the activities of the Land Development Agency (LDA) and the Economic Development Directorate (EDD). These arrangements aim to improve overall land development efficiency, accountability and delivery.
Key features of these new arrangements are:
— The LDA’s Governing Board will be retained with its existing responsibilities under the current chairman, eminent civil engineer Ray Young;
— The Director-General of the EDD (David Dawes) will concurrently be appointed by the LDA Board as the chief executive officer of the LDA;
— A Statement of Governance Arrangements will formalise the relationship between LDA and EDD; and
— A commitment to balance economic, social and environment concerns in future land development. In addition to these new arrangements, a new LDA Board member will be appointed with expertise on housing affordability and broader social and community perspectives.
