Duplexes to need DAs

Simon Corbell has announced he’s bringing duplex houses under the Development Application umbrella:

“The unique character of duplexes means their demolition and alteration can have significant impact on the adjoining duplex.

“Anyone wanting to demolish and rebuild a duplex or make major alterations will have to lodge a development application, which gives neighbours the opportunity to review the plans and makecomments and ensures the planning authority can assess the proposal against current laws and standards to protect the amenity and integrity of the adjoining dwelling.

“For example, the authority needs to be sure the party walls will not be left exposed to the weather or left structurally unsound.”

Mr Corbell said development approval did not impose an unusual or unprecedented process, but returned duplex development proposals to the default position of the existing law that all development requires development approval unless subject to an exemption regulation.

Minor alterations such as internal alterations, exterior refinishing and installation of chimneys or skylights will continue to be exempt, in line with single dwelling exemptions.

The net impact on housing supply of knocking down and re-building a duplex is zero, as you’ve neither increased nor decreased the quantity of stock.

The ease with which you can do it has absolutely zero bearing on housing affordability.

The example in Yarralumla was an extreme example of an owner totally disregarding the next door neighbour. The other half of the duplex, left standing, had to be vacated for fear of structural & electrical damage caused by the demolition.

How difficult is it to talk to the neighbours about your building plans!

The issue of exemptions from minor & major notifications & a few dodgy certifiers is still a nightmare for some neighbours.

The DA process is pretty much a rubber stamp, I don’t think it’ll be too much of a restriction.

And it does seem a bit rough to knock down one side of a duplex leaving the other side in danger of falling down.
