Giralang shops saga comes to a close

Simon Corbell is all a quiver after an appeal which was stalling plans to provide Giralang with a nice new shopping complex was dismissed by the Court of Appeals today.

Check out our Giralang Shops tag and just look at how long this saga has been going on for.

Giralang’s supermarket closed in 2004, I bet the locals residents have missed it somewhat.

“I welcome this decision by the Supreme Court which is a win for the local residents of Giralang.

“This means that development can at last begin on a shopping complex that meets the needs of the local community,” Mr Corbell said.

“The Giralang shops have been in disarray for a number of years and today’s decision will draw this to a close. The plan to rebuild the shopping centre was stalled after a challenge to my call-in powers for the proposal in 2011,” Mr Corbell said.

In July 2012, the development at the Giralang shops was given the green light following a decision of the Supreme Court however today’s judgement by the Court of Appeals upholds Justice Burns’ decision.

The judgement of the Court of Appeal found that the decision of July 2012 was correct in deciding that the appellants lacked standing to apply for judicial review.

Ownership and operatorship can get murky though – Metcash proposed to build a supermarket in Bungendore, requiring the removal of two heritage listed cottages, to lease it to the existing IGA operator there. Simultaneously Krnc came along and proposed to build a supermarket almost twice the size, on another site, carefully protecting two old cottages (one of them not even heritage listed, but containing a popular French restaurant). As there’s no such thing as a Krnc supermarket (yet) speculation abounds whether it will be an IGA, Super IGA or even a ColeWorths.

You haven’t got that quite right. Metcash are wholesalers. Their subsidiary Independent Brands Australia own ‘business names’ IGA Plus Liquor, Cellarbrations, and Bottle-O but the stores are all independently owned (except for one in Sydney, that IBA use as a ‘test store’). All these independent stores across Australia are just in a ‘buying group’, they are not franchises. Another subsidiary of Metcash, Australian Liquor Marketers supply all the aforementioned groups, but they also supply to buying groups such as Local Liquor, but all these groups are free to buy other stock off other wholesalers, such as Kollaras Pty Ltd in Wollongong. IGAs are also independently owned with the Krnc Group owning several in the ACT (and Karabar), but most are single stores owned by separate families (such as IGA Deakin or IGA Ainslie). Most of the Supabarns are owned by the Kondouris family but most of the Supabarn Express stores are just in a buying group and are owned by other families. Nearly all of these Supabarns, IGAs, Bottle-os etc are owned by Canberra families whereas Woolies/Coles are headquartered elsewhere, but at least they are Australian unlike ALDI and Costco where the profits go overseas.

One slight difference between IGA’s and Supabarn. Supabarn has a contract for supply to their shops, this was awarded to Metcash earlier this year and at the end of the contract could go elsewhere.

IGA branded stores MUST buy from Metcash, so not sure where you get the idea they have combined buying power. If a store wants to buy outside of Metcash they cannot be branded IGA, if they are branded IGA they buy from IGA. Leaving IGA is what several Canberra stores have done, some joining the SPAR group, which coincidently Supabarn were in talks with about supplying them and others becoming Supabarn expresses.

Also think you will find Metcash own more than one store, they purchased some of the old Franklins and I think they have remained company owned. Yass being one such example.

I think it is kinda rich that Supabarn is making a fuss about a big name overwhelming smaller shops. Last time I checked the Shops at Giralang and Near Kaleen Primary didn’t fare so well when they started up.

The whole suburb will celebrate that sin has been up for 10 years, it started when they tried to close the school down. We kept the school and we will have our shops back, hopefully next year.

The Gwidir Square supermarket is I beleive now a Supabarn express, the big one at Kaleen is Supabarn and Crace, which is also the next closest is also a Supabarn. Seems like Supabarn is happy to complain, yet they are the major beneficiaries of the competition policy that is restricting Woolworths and Coles from new sites in Gungahlin.

I also laugh when people talk about IGA and the small guy. Now I know of course most IGA supermarkets are owned by individuals, but the brand (and some of the larger stores) is owned by a major South African company. No doubt they screw the stores over, which if I am not mistaken has lead to Supabarn’s resurgence in Canberra and defection of other shops to Spar and the like, yet they too cry poor.

Also some of the owners of the larger IGA type stores do not hesitate to complain about Woolworths and Coles, but then in the next breath happy to sell out. Just look at Hawker that this week started trading as a Woolworths. In Belconnen alone Supabarn Kippax sold out 15 years ago and Charnwood IGA about 8 or so. Though I do reckon what Woolworths has done to Kippax and now Charnwood has been pretty good. And guess what not one local supermarket in the area has closed down due to the competition*.

*now yes Higgins supermarket has closed in recent times, but this was 10 years after Woolworths took over Kippax so don’t think caused it. Macgregor closed before the take over, after other shops shut down. Latham also closed due to the shops other than the supermarket closing and the building owner deciding it was better to build apartments, with space for a convenience store.

Yeah, was at hawker on Friday and it had transformed into a woollies, with mongos wearing signs annoying peeps aswell.

Bout time !

There is 2 Supabarns in Kaleen and another just opened in Crace. Despite living in Giralang, I STILL will go to Gungahlin or Belco for my groceries.

The guy needs to give up.

You’re right Poppy, they are talking about taking it to the High Court. What a waste of tine for the High Court and denying our suburb local shops.

I don’t even shop at the small shops in Kaleen or Evatt, and only at supabarn when I absolutely have to. I prefer going to Gungahlin or Belconnen.

No one complained when supabarn took over the deli and fruit and veggie shop at Kaleen, they are happy for the competition argument when it suits them.

I’ve lived near that catastrophe for 8 years. This is good news, but I’m with Poppy. I’ll believe it when I see it.
