Identity “Theft” Advice in Canberra?

So,

My friend has done the old identity scam where you get your friend’s identification (non-photographic) and apply for a new 18+ card. He has now been caught with the I.D. His friend was fully consensual in supplying him with his identity. 

I’m just wondering if anyone knows what  the legislation is regarding this and the penalties that can be applied (maximum and realistic).

+1. This counts as fraud, and if convicted there will be a range of government departments that will never be able to employ you.

Also, DO NOT divulge details publicly about this (e.g. on Facebook), as this will make things worse.

Aside from having a mark next to your name for the rest of your life and no real trust ever associated with you ever again and trouble ever getting government employment , probably just a fine and a slap on the wrist.
