Katy's apology for forced adoption

Chief Minister Gallagher has published her apology to people affected by past practices of forced adoption in the ACT:

Today the Government moves to apologise, on behalf of the Assembly and the community, to ACT residents, past and present, who have been affected by practices of forced adoption.

We acknowledge, with deep regret, that past practices of forced removal and adoption have caused great pain and suffering to mothers, fathers, the babies who were adopted and families.

It goes on a bit, but at least she got it out before Zed’s no confidence motion shut down the chamber until next week.

Considering there was no ACT Government when this practice took place it’s a bit of a head scratcher but if it makes someone happy then yippee.

Could it be that it was still possibly happening in Canberra prior to an ACT Govt (and therefore the apology is meant for them), or is the apology extended to those who were affected but currently reside in Canberra?
Just throwing up the idea without knowing the answer …
