Today the Canberra Times has the happy news that the process has been tightened and seems to be scaring off the mules.
But the LDA said it put prospective buyers in the Bonner release last weekend on notice that they would be required to make a legal declaration that they were not acting for a third party.
The agency said the tactic resulted in 15 registered buyers failing to turn up at the ballot or withdrawing their applications.
