In a very strange move Katy Gallagher has announced a consultation for a “draft ACT Charter of Rights for Mental Health Consumers”.

“This Charter, and the process of its development, is an example of the ACT Government’s commitment to Human Rights and building a community where all people, despite their circumstances and vulnerabilities, are treated at all times with respect and dignity,” the Minister concluded.

If you would like to make comment on the draft ACT Charter of Rights for Mental Health Consumers, the opportunity to do so is between 8th February until 22nd March 2011.

The strange thing is they’re not letting just anyone see it.

According to the consultation page one has to either call up 6205 1178 and ask for a copy to be sent, or collect in person from Belconnen, Tuggerabobt, Watson, or Holt.

One wonders what could have lead to taking this strange approach?

It certainly appears to be trying to keep a very tight leash on the consultation.

UPDATE: The draft is now online.

Well…umm…all can be understood by considering that it’s the work of the ACT governmentt. It’s deeply ironic that they’re behaving in a wacky old oddball fashion over a mental health issue, but entirely unsurprising.

I am, in fact, more puzzled when they do something that appears to make sense.
