With the construction of Stromlo Leisure Centre due for completion in the first half of next year, the ACT Government is looking for a contractor to manage and operate the publicly owned facility.

The Centre – which will service the Weston Creek, Woden and Molonglo communities – will include an eight-lane 50-metre competition pool capable of being split into 2 x 25-metre short course swimming pools, learn-to-swim pool, leisure pool and a splash pad and slide.

It will also offer a gym, male and female amenities, family change rooms, creche and a kiosk/cafe – which, according to the tender documents, the contractor must provide, offering a mix of food and beverage services, including healthy options.

The Centre itself must offer a balanced mix of activities between sport, social, leisure, health, lifestyle and wellness-based programs as set out in the Yearly Service Plan.

It will open every day of the year except Good Friday and Christmas Day – Monday to Friday, 5:30 am to 9:30 pm; Saturday, 7 am to 7:30 pm, and public holidays 8 am to 6 pm.

Entry fees set under current guidelines will be: Standard casual entry $7.50 in 2019-20, rising to $8 in 2020-21; concession casual entry $5.30 and $5.60; pensioner casual entry $4, unchanged in 2020-21; disabled casual entry, free; family casual entry $19.55 and $20.40.

As with other ACT pools of this size, there will be multi-visit packages and memberships. The Centre operator will set commercial pool hire and lane hire fees, and be responsible for completing an annual review of non-core fees and submitting an annual fees proposal to ACT Property Group.

The Centre is included in the Stromlo Forest Park master plan.

Being in a bushfire prone area, the Centre may have to close when the ACT Fire Danger Rating is raised to ‘Extreme’ or ‘Catastrophic’ or it is considered likely that one of these ratings will be declared in the following 24 hour period; and/or on the advice or recommendation of the Emergency Services Authority.

The documents say the successful tenderer must maintain an Inner Asset Protection Zone of 60 metres to the west of the Centre in accordance with the ESA’s ACT Bushfire Management Standards. The ACT Government will maintain an Outer Asset Protection Zone of 200 metres to the west of the Centre.

The contractor will have to assess and repair at their own cost any shade cloth, outdoor seating, irrigation and other items in the outdoor area, which will have to be maintained in an ‘aesthetically pleasing and safe condition”.

The successful tenderer will have to engage with the community and conduct at their own expense an annual survey each January/February, with a minimum of 200 respondents. The Government will evaluate the answers to ensure the operator is achieving their benchmarks.

Prices should be the same as those at the multi-million dollar bicycle facility at Stromlo.

I just want to know how to get there on those really hot days when I don’t feel like walking or riding my bicycle the 4 kms
