Public service shuffles at the top

The Herald Sun is reporting on movements at the loftiest levels of the bureaucracy.

Terry Moran, the Secretary of the Department of Prime Minister and Cabinet has resigned and Defence Secretary Ian Watt will replace him.

In an unusal move former army officer and National Security Adviser Duncan Lewis is going to take over Defence.

Different deckchairs. Same Titanic.

I was intrigued when I read that last night. Dr Watt was a very powerful secretary when he ran Finance, under Nick Minchin and his successor. The move to Defence was a promotion, as-is the move to PM&C. I wonder if this move by Moran was planned or more sudden?
