Simon calls in the Majura Parkway

Having this morning had the news that logging was about to kick off for the Majura Parkway it’s a relief to hear Simon Corbell has called in the proposal (bypassing endless objections by the inevitable objectors).

(Which does rather make one wonder what the planning process is for)

“The Majura Parkway project is a vital project which will provide for the efficient operation of Canberra’s arterial road network and which will also deliver long-term economic benefits to the Territory,” Mr Corbell said.

“For these reasons I have decided to call-in the project and grant it development approval to ensure the proposal can proceed without delay and deliver these substantial public benefits to the broader community.”

“The ACT Government has allocated $144m to the project which has been matched by the Commonwealth Government due to its importance as an interstate freight route for the Capital Region. When constructed it is estimated the project will deliver economic benefits worth $1 Billion.”

The project will see a new 11.5km, dual carriageway road constructed linking the Federal Highway in Canberra’s north to the Monaro Highway in Canberra’s south.


UPDATE 13/07/12 14:58: The Greens are spitting chips:

“This Minister seems obsessed with using call-in powers, and putting politics into the planning system,” Mr Rattenbury said.

“One has to wonder: If the Minister had any faith in the Government’s own planning system, why does he constantly circumvent it?

“Does Simon Corbell believe in merits review for projects? Or does he believe there should be no community appeals, no environmental checks and balances and just development on his say so?

“Prioritising a project that builds a freeway for trucks* through Majura Valley demonstrates the Minister, supposedly for ‘Sustainable Development’, remains committed to debunked 1960s planning principles, rather than actual sustainable development.

I would like to see an impact statement of what might happen if a 50-100 year flood event hits the Majura valley area. With all the paved areas around the airport Walmart theme park and the added runoff of a paved 4 lane parkway (plus ramps and associated roads) there will be nowhere for the water to go. If the Molonglo rises at the same time Canberra International Airport could become a seaport.

We’ve had a couple of 1:100 year rain events in the last year or so.

I’m pretty sure they have accurate models

Accurate models? That is an impossibility.

The fact we didn’t spend nearly $2 Billion like Victoria is of benefit to that 90% (though obviously their system is bigger and more complex than ours and was always going to be more expensive to implement)

While the ACT government does not have a good track record, at least they got the MyWay bus ticketing system in quite well compared to the Victorian MyKi system. iirc Action got theirs from Perth instead of building a whole new system.

Models are used in a endless array of real life applications. Every day of the year. Of course they are accurate, or they wouldn’t serve any useful purpose.

You do realise that paved areas don’t create any extra water? I’m pretty sure the culverts will be designed to handle the expected flood flows.

My how fast they forget. The delays in the GDE were because of interference from the Liberal federal government who wouldn’t allow a western allignment of the road and subsiquently from legal action by the save the ridge group.

Where ACT Labor did stuff up the road was in the funding model, building just a single lane road each way initially. Though of course the delays mentioned above did have a significant effect on cost blowouts etc that made that a trifle hard.

At least with this one by using the call in powers and having the funding from day dot there is a much better chance it will be delivered properly and on time.

why does Mr Rattenbury describe the Majura Parkway as a freeway for trucks? I thought it was a road for all vehicles and provision has been made for cyclists as well!!

I don’t think the Greens need to help the ACT Govt with delays on this road, they will do a good job themselves – like the GDE!

Cue the Light Rail mob to cry woe is them that the money would have built a light rail link. Also does Green candidate Gunghalin Al, for the ACT elections think this is a good idea for Gungahlin or not?

In all fairness, the call-in powers are not used all that often, and in this case there is clearly going to be every greenie and NIMBY from arsehole to breakfast logging objections. Just waiting for one from a leftie greenie claiming how fluro shirted tractor driving men will be scarring some small group of endangered dickless dragons only found in 10sqm right through the planned site. You know a bit like wild objections to the Gungahlin Mosque claiming burqa clad women are going to scare the kiddies.

So yep in this case I reckon as the project is for the overall good of the territory calling it in is appropriate. Also good to see ACT Labor learning something after the GDE fiasco.

So we will finally get a fully-fledged Canberra bypass so the snowbunnies can quickly get to the ski fields and the trucks can be taken off Northbourne. It should have happened years ago. Pity about all the traffic lights along it, tho.

Not that I am against the Majura Parkway in principle, I just can’t help but wonder about any legitimate concerns or necessary changes a, you know, complete planning process might have raised.
