Golden Dragon in Manuka have a pretty extensive selection of live seafood. Not sure if Singapore Chilli Crab is on the menu but they basically cook whatever you want so I’m sure they’ll make a nice one.
I haven’t tried their crab, but La Pasa in the city do good Singaporean food. I’m struggling to think of another specifically Singaporean restaurant in Canberra, but would love to be informed of more. Otherwise, Noble Palace in Woden usually have a selection of fresh seafood, including giant crabs, as do Ruby in Dickson.

Rubys in Dickson do a great chilli crab.
do it yourself, it’s a pretty simple recipe and much cheaper and tastier than dining out.
