The Gallagher Cabinet

Katy Gallagher’s office appears to have neither improved through elevation to the top job, nor to have figured out how to put stuff on the website.

So we’re relying on the ABC for news of the new cabinet arrangements under which we will be governed.

Here’s how it reads:

    — Galagher, Chief Minister: Treasury (until June), health, industrial relations.
    — Barr, Deputy Chief Minister: Education, Tourism, Sports, and Treasury after June.
    — Corbell: Environment, sustainable development, AG, Police, Emergency Services, Municipal Services.
    — Burch: Community Services, Multicultural Affairs, Ageing and Women, Arts, Aboriginal and Torres Strait Islander Affairs.

UPDATE: The announcement is now online, albeit still with the departed Stanhope’s mug adorning it:

The Chief Minister will continue to hold the Health, Treasury and Industrial Relations Portfolios.

Mr Andrew Barr MLA has been appointed Deputy Chief Minister, Minister for Economic Development, Minister for Tourism, Sport and Recreation, and Minister for Education and Training.

The Chief Minister also stated that following the passage of the 2011-12 Budget through the Assembly, the Treasury portfolio will be transferred to the Deputy Chief Minister.

Mr Simon Corbell MLA has been appointed Attorney-General, Minister for Police and Emergency Services, Minister for the Environment and Sustainable Development and Minister for Territory and Municipal Services.

Ms Joy Burch MLA has been appointed Minister for Community Services, Minister for Multicultural Affairs, Minister for Ageing, Minister for Women, Minister for Aboriginal and Torres Strait Islander Affairs and Minister for the Arts.

The Ministerial Portfolio allocations represent the next step towards implementing the single ACT Public Service Agency structure: in addition to making these Ministerial Appointments, the Chief Minister has made new Administrative Arrangements that see the creation of nine Directorates:

Chief Minister and Cabinet
Treasury
Community Services
Economic Development
Education and Training
Environment and Sustainable Development
Health
Justice and Community Safety
Territory and Municipal Services
Subject to necessary amendments to reflect the fact that, for the time being, the Cabinet will comprise only four ministers, the appointments made today align with the accepted recommendations made by Dr Allan Hawke AC in Governing the City State: One ACT Government – One ACT Public Service. Each Directorate will report to only one Minister.

The most significant changes relate to the establishment of the Environment and Sustainable Development Directorate, and the Economic Development Directorate.

The Environment and Sustainable Development Directorate will bring together what have been disparate agencies, or parts of agencies, involved in the land planning and development sphere including the ACT Planning and Land Authority, transport planning, alongside responsibility for the environment, and climate change and energy policy.

The Economic Development Directorate will bring together elements of the ACT Public Service responsible for working with the business community in relation to economic development and business support programs, the design and delivery of the government’s land release program, tourism and events and sport and recreation.

The transition to the single agency will be completed following passage of the Public Sector Management (One ACT Public Service) Amendment Bill 2011 that is currently before the Legislative Assembly.

The appointments announced today are transitional, reflecting the necessity to not disrupt hearings by the Select Committee on Estimates, and for processes under the Electoral Act 1992 to be followed subsequent to the resignation of Mr Jon Stanhope.

FURTHER UPDATE: The Legislative Assembly has posted the Ministerial Appoinment notifiable instrument:

Katy Gallagher Chief Minister
Minister for Health
Minister for Industrial Relations
Treasurer

Andrew Barr Deputy Chief Minister
Minister for Economic Development
Minister for Education and Training
Minister for Tourism, Sport and Recreation

Simon Corbell Attorney-General
Minister for the Environment and Sustainable Development
Minister for Territory and Municipal Services
Minister for Police and Emergency Services

Joy Burch Minister for Community Services
Minister for the Arts
Minister for Multicultural Affairs
Minister for Ageing
Minister for Women
Minister for Aboriginal and Torres Strait Islander Affairs

Right…. so Transport is part of ‘sustainable development’ ?

You would think she would put a bit of emphasis on transport. They have quite a lot of work to do in this area.

They sure do. See this http://www.theaustralian.com.au/national-affairs/housing-traffic-make-adelaide-australias-most-liveable-city/story-fn59niix-1226057058581

Canberra is the lowest ranked city on ‘Do you think your city has good public transport?’ in Australia.

I`m surprised they found even that many Canberrans who thought highly of our PT to be honest. All I seem to see and hear is hatred.

I note these arrangements are until a replacement is found in Ginninderra. We all suspect/know that replacement will be one of the Labor candidates from the 2008 election… so what is being said here, that Mary Porter will never be a suitable Minister? That any one of these new candidates, with no assembly experience, would be better than her?

Why would it be any different in 2012? Not like the Canberra pubes will vote for anyone else

Not like Canberra Libs will provide a viable alternative :P…

I would say it is more than viable. We have an 10 year old stale Government, that has done nothing but waste our money and dig us into a bigger hole for at least the last 5 of those years. As the old saying goes, if the Government is broken, you vote for the other mob. The Government is falling apart as the seams.

Hey, but if you want us to end up like NSW, go ahead..

What’s Hargreaves doing? Still busying himself with the affairs of the Ministry for Beer Bottles?

Good point – what the hell does he do?

Yes – but *WE DO* have the all important AAA+ financial rating… 😉

It appears as though she has also enacted her first act of stupidity by implementing the new ACT Government structure without consulting or notifying anyone in the public service or having any legislation in place to properly establish it.

New leader, still a hopeless government. Bring on 2012.

It doesn’t take long to see that they will need extra Ministers – far too few (by one at least).

What the hell are they thinking?
