The Liberals’ Alistair Coe has been doing some digging and got back a very interesting answer to one of his questions:

    The Department of Territory and Municipal Services does not have the ability to track overdue invoices according to an official response from Jon Stanhope MLA to Alistair Coe MLA, Shadow Minister for Urban Services.

Oh well, apparently they’re working on it.

The same system is used by almost all the ACT Government public service, not just TAMs. So the same problem exists in most departments.

I’ll just say that I’m unfortunately intimately familiar with this particular flavour of Oracle, and… well, let’s just say it’s not really ideal for all the jobs it is meant for. Not to mention the ****ups when they ‘upgraded’ it last year that still haven’t been ironed out.

That said, the problems that have been mentioned have been improved upon since that reporting period.

Problem is he mixed up 2 very different things – payment of invoices within a certain time is one thing but the allegation of not being able to keep track of invoices and payments is a very different matter.

Once the invoice is approved and entered into the payment system the government would know what it has to pay and whether it has been paid or not – the missing thing from the response is that no-one can tell how long it has been since the invoice was received.
