A trial of the national telephone warning system, EMERGENCY ALERT, will be conducted in the ACT this Tuesday, 7 June 2011, from 7pm.

The trial will be conducted in Dunlop from Ginninderra Drive through to the Dunlop Grasslands, and from the fire trail west of the Charnwood district playing fields, out to the West Belconnen Pond.

People with a landline telephone in the chosen trial areas will receive a test EMERGENCY ALERT voice message featuring the Standard Emergency Warning Signal (SEWS) sound.

People with a mobile phone who have their billing address within the chosen trial areas will receive a text test EMERGENCY ALERT message. This also means if your mobile phone billing address is within one of the chosen trial areas and you are not physically at that location at the time the test message is sent out you will still receive the test text message.

People who receive the test EMERGENCY ALERT message will not be required to take any action.

So we’ve got landlines and mobile phones registered to the area covered. I cant help but think that a third angle of attack would be an all points bulletin of some sort so every phone within range of designated towers receives a message also.

On one hand you’ve got tradesmen/visitors/house sitters to alert, then there is a question of how they source the list of registered numbers. Suppose they update it monthly and you moved in last week, dutifully updated your address, and a fire sweeps through while you’re taking a well earned break from all the moving.

So, the biggest gap is people who use pre paid mobiles.

Pre paid mobile phones still have a registered residential address that you are required to provide when activating the service along with your driver’s licence number. So they are still covered.
The danger I suppose is because your not receiving regular bills, if you move, it’s very likely you won’t remember to update that address.
