Water outflow pipe near the Cotter Pumping Station?

Just upstream of the bridge over the Murrumbidgee near the pumping station, there is occassionally a huge powerful blast of water spraying into the Murrumbidgee.

It is on the wrong side of the river to be coming directly from the new dam site.

Anyone know what the story is ?
