Mild-mannered Arthur (Terry Camilleri) wakes up in a hospital in the country town of Paris after running off the road in a car accident that killed his brother. The mayor (John Meillon) takes Arthur under his wing, but Arthur senses that things are not right in Paris, from the youths who rule the streets at night in souped-up cars to the hospital is full of accident victims. And then Arthur discovers he is not allowed to leave…
