Canberra Airport’s property arm will be the hot favourite to develop the final stage of Denman Prospect in the Molonglo Valley after the launch of a two-part tender process for an englobo sale of the site.
Capital Estate Developments developed the first two stages of Denman Prospect and intends to finish the job.
Director of project delivery Nick McDonald Crowley confirmed Capital Estate Developments would contest the Stage 1 tender, which the Suburban Land Agency (SLA) said would provide a short list of candidates for Stage 2 of the process.
“We still have much more to achieve at Denman Prospect and are committed to seeing this project through to completion,” Mr Crowley said.
“We believe we are the best people to deliver the next and final stage of the suburb. We look forward to reviewing the ACT Government’s requirements for the site.”
Mr Crowley said the company was grounded in the Canberra community and committed to building quality, as demonstrated in what it had already achieved at Denman Prospect.
“We are proud to have delivered Australia’s first solar-mandated suburb, an extensive public art program and parks, community programs and initiatives,” he said.
The 46-hectare site sits across the road from the future Molonglo Group Centre, which will become the primary commercial centre for the Molonglo Valley.

Stage 3 is zoned for medium- and high-density residential, mixed-use commercial, community facilities and open space, and will also benefit from existing local amenities, including shops, schools and community facilities.
“The Suburban Land Agency is seeking stage one tender submissions from developers who share our vision of a mixed-use urban development that embraces innovative placemaking to enhance the lives of future and existing residents,” according to the SLA.
Stage 3 will follow the sustainability lead of the previous two stages by being a gas-free suburb where residential dwellings will have rooftop solar and electric vehicle (EV) charging points.
It will also have a site for a community-scale battery and EV charging infrastructure in public carparks.
The successful developer will need to allow for a community garden and use sustainable civil construction measures.
It will need to retain mature native trees where possible and landscaping should achieve the ACT’s tree canopy cover targets.
A minimum of 144 affordable housing dwellings will need to be provided, plus 60 public housing dwellings and a minimum of 34 community housing dwellings.
Denman Prospect would eventually be linked to an expanded light rail network via the upcoming John Gorton Drive Bridge project, according to the SLA.
The stage one tender closes on 15 September and is being handled by Civium.
