In response, the waterfall is at the Woods Reserve near Tidbinbilla. Just drive along Corin Road and there’ll be signs to Gibraltar Falls. Once there the viewing platform is a very short walk off the carpark. You can get to the base of the falls by scrambling over rocks but it can be tricky.
This photo was taken using a 4×5 large format camera using Provia 100f film.

You are probably thinking of Ginninderra Falls.
It is certainly open to the public. The walk to the top is easy and short, but if you want to get to the bottom it is a real scramble.
I took some photos there a few weekends ago.
