ACT Government offers Canberrans $500 to remove ‘harmful’ wood heaters from homes

The ACT Government has announced it will now pay Canberrans $500 to remove wood heaters from their home, citing concerns about health and air quality impact.

In December 2023, the Medical Journal of Australia published a paper that estimated smoke from domestic wood heaters killed up to 63 people a year in the capital.

Researchers found the smoke emitted can worsen conditions like asthma and increase risks of heart attacks, cancer and strokes.

The government already pledged to phase wood heaters out by 2045 and has been offering financial incentives to have them replaced for the past 20 years. Today’s announcement (26 July) doubles the rebate amount, which was previously $250.

Minister for the Environment, Parks and Land Management Rebecca Vassarotti said the increased financial support would help Canberrans who are concerned about the health impacts of woodfire smoke and want to make their next heating choice electric.

“To make sure we continue to support and encourage Canberrans to transition away from potentially harmful wood heaters, the ACT Government has doubled rebates … for most Canberrans removing their wood heaters,” Ms Vassarotti said.

Concession card holders, such as pensioners and veterans, will be offered $1,250 to make the switch.

“Research has shown us that wood heater smoke can have a massive impact on the health of Canberrans over the long term. If they’re not paying the price now, many risk paying the price later in life through doctor’s bills and healthcare costs,” Ms Vassarotti said

“It’s important to remember that wood heater smoke doesn’t just affect us outside our homes; it seeps into our homes, impacting air quality and the health of our neighbours without us even knowing. This is particularly harmful to people who have respiratory conditions like asthma.

“I’ve spoken to many Canberrans who are keen to transition away from wood heaters towards clean and green alternatives – and I want to support them through that process. Many have flagged the health concerns, cost savings and the environment as reasons they want to make the switch.”

Ms Vassarotti added that additional rebates and interest-free loans are available to install new electric heating and cooling.

“Since the program began in 2004, over 1300 wood heaters have been removed, with 33 rebates paid in the past 12 months,” she said.

Earlier this year, the ACT Government commenced a trial to replace wood heaters with an energy-efficient reverse-cycle system in public housing properties.

“Already under the trial, 19 tenants have agreed to replace their wood heaters – a fantastic initiative to show the work the ACT Government is already doing to reach our 2045 phase-out targets,” Ms Vassarotti said.

“I would strongly encourage all Canberrans who have a wood heater in their home to get onto Google, look up the options available to you and consider transitioning to an efficient electric heating system now. Make the switch for the health and savings of your family and for all Canberrans.”

I think as long as you dont run them with wet wood, they are fine.

Im sympathetic to asthmatics, but in terms of deaths from wood heaters, death from diabetes is massive.

Its a bit like using the pathetic “oh it scares dogs” excise to ban fireworks. Truth be told, i think the pollies were concerned that citizens had legal access to a form of gunpowder, so they banned them….cant have armed citizens can we?
Yes some careless people injured themselves fro fireworks, but compared to football injuries its nothing. And life is risk, something our politicians dont seem to understand.

Anyway, everything fun or interesting has been banned in Australia. So many people ask how do we live in such a locked down nanny state country. In the UK a 14 yo can buy skyrockets and other fireworks last time i was in the UK….clearly a 14 yo uk resident is more mature and trustworthy than an australian adult.

I think we should blame the quasi religion of mythical climate change to explain how our powers that be have lost the plot like they have.

If you are ever up exercising in the inner north in winter the smoke is overwhelming and my son had soccer training cancelled three times at night because the kids were choking in the smoke. I have a chimney built into my house (1986) and this is a structural feature. So how does this compensation thing work. Do we tear the chimney out and rebuild support walls for the high set exposed beam ceilings? BTW I also have paid $18000 for ducted reverse cycle AC before I retired which replaced a thirty year old ducted gas system. The wood fire goes on about a couple of times during the year when it gets really cold. A lot of the older people around me have wood fires as their main heating. If the Local Council just do their job and get out of peoples lives then we will all be happier.
As far as the sun problem Grosby, as long as you don’t sparkle when you go out in the sun then you are not a vampire.

Surely 500 bucks will cover that.

I think the chimney will be staying. How else will Santa get into my house at Christmas?

The sun can also be harmful to your health. What does the government propose to do about that?

How much pollution was created by the last bushfires?

How about the Greens ban bushfires instead?

I am serious, it can be done by harvesting the dry forest litter and turning it into briquettes.

It would be a win-win solution and it would create jobs (like the renewables industry is/isn’t creating them)

Did the whole wood fire bit for over 30 years, and while I like the heat I gave up cutting my own wood after 20 years and started buying it. It’s more expensive by far than my A/C and solar, less responsive (longer to warm up the house) and just got sick of having to get wood in and handle it.
Too many people just don’t know how to manage a wood heater, if they did it wouldn’t be a priblem for the environment.

Not in a million years.

The issue is if you buy decent wood this incentive may be attractive because that firewood is not a cheap fuel. However these people aren’t the one’s polluting our suburbs.

It will do nothing to get people who get their wood cheap or free and will burn anything including painted, wet, treated wood or even plastic coated so long as it’s “cheaper than electricity or gas” away from their highly polluting solid fuel heaters.

Hi. I sell wood fire heaters and we sell about 3 or 4 a week
They have made the emissions less that 0.5 which is the Australian standard. You can’t see or smell the smoke.
They are efficient and heat the whole house. If your wood heater is not working properly it’s user error.

I agree about the user error but sadly the government is wanting everyone to pay the price for the many that don’t use their solid fuel heaters properly.

An easy method to dob in those that do the wrong thing would solve the problem.

First complaint and they get some education on how to use the heater. After that a few fines will make the heater uneconomical to misuse.

It would also benefit people who supply good quality firewood.

Let’s get a bit serious ACT government – $500 to help remove a filthy smog and harmful to people’s health wood heater is no real incentive.

I recently installed a fantastic modern low emission wood heater in my rural NSW second home as part a plan to move away from the woke ACT Government and its token environmentalism. My choice warms my family four times, when we cut the wood, split the wood, stack it and when when we burn it. $500 is nothing when you consider the future cost of electricity to a captured market.

Please, give them $500 so they stop poisoning us. Also, please ban the installation of the new wood heaters and fireplaces. You want to burn wood, go live on the farm. There is no place for these dirty heating options in large towns.

Or live somewhere else? North Korea perhaps? Properly operated wood heaters ‘poison’ no one!

Gee thanks ACT Government. I get free wood from my brother’s property and have two modern European low emission fireplaces. Why would I go near this offer just so I can spend thousands in electricity. Get back in your lane Greenslabor!

Soon the Greens will ban the import of firewood into the ACT. You won’t even be allowed to have it for personal use like their voters can use drugs legally..

Lot’s of people now moving interstate, fed up with these idealist, illogical zealots.

What about gas? Even more poisonous.

This is not supported by Canberrans. It’s not even close. Quality wood heaters are very environmentally sustainable, and that picture is the most stupid thing I have ever seen.

They should also cover the cost of removing gas metres when you electrify your home. Currently this costs around $800.

It’s simply about the air we all breathe. Hijacking wood heaters as symbols of rights or freedoms doesn’t cut it.

The nature of this article by the use of that graphic in the header may, I believe skew public opinion in favour of a pre held position. A blocked chimney or flue, would produce that effect, zero to do with outside air quality, IMO.

That aside, having grown up with open fires, wood burning stoves slow combustion stoves, briqette (compessed brown coal blocks) , oil, gas and wood burning heaters including slow combustion, the latter since the 1980’s in an urban rural environment, I believe the dangers from current model wood heater emissions are greatly over stated.

Many in this region would be aware, apart from those espousing the effectiveness of reverse cycle a/c that cold climate applications limit their efficiency given the extraction of heat generated by the compression of gas in a temperature gradient of 20 plus degrees of difference between desired indoor temp. and ambient temp, can cause the condenser unit outside to ice over. The unit has to go into cooling mode i.e. extract the heat from inside to unfreeze the condenser, so I am led to believe.

In an semi alpine environment like Canberra, the harm from the non-slow combustion heater is far less than some would have us believe, IMO. Ideological imperatives aside, the modern wood heater, well maintained and using the correct fuel, ie not burning household rubbish for instance, green or industrial wood products, burns very cleanly in comparison to what was on the market in the 1980s. The emission standards of heaters have been much improved. In addition, the heat from a wood fired heater is far more intense than from ducted gas or reverse cycle a/c, in my experience.

This is exactly right. I am one that also believes we are swinging too far one way. If we had balance of electric, gas and wood rather than putting too much pressure on grids and relying on solar and lithium which also have their fair share of environmental impact. If there was an even balance across the board we would actually be having a lower impact than going all electric. But it seems we swing from one extreme to another. I believe responsible woodfire operations and education is a better option as someone who has experienced all types of heating I honestly prefer wood fire myself. The coal is Fantastic added to soil and detoxing. There are many benefits of wood fire.

Twenty year old Norsman from Bunnings made in China, cheap rubbish. My Australia heater has triple combustion and no emissions just about, clean and highly efficient and very cheap to operate. No way $500 compensation for a $5,000 purchase. Vote them out. Green labor commies.

If they come up with a heating solution that’s clean, warms the house as well and as cheaply as wood I’m all in. However, R/C air con just won’t work as well in sub zero temps and gas is worse so I’ll keep burning my well seasoned wood thanks.

If you use your internal fire like it is shown in the picture then you probably deserve to have it taken off you.

That is a case of hindering natural selection.

I have some wood in my backyard that I occasionally like to burn which you can say is for “heating”. So I can claim the $500 if I remove that?

Try it Sam Oak. It might be a better use of your time.

Oh wow! A whole $500 to do a $3000 job? And then also get to pay exorbitant electricity costs to heat your home? I haven’t had a recent, severe head injury, so I’ll pass, thanks.
