Whilst you are right, you do realise that the split of Australian Air Express and Star Track is only very recent, like in the last 6 months? Prior to that both were owned by Qantas and Aus Post.

Actually Australia Post is a government owned corporation, not agency. One key difference is the income they generate they get first dibs on for re-investment to grow the company, unlike a Government agency that generally sends all income to consolidated revenue.

One other major difference is they and their subsidiary companies, such as Star Track compete in an open market, so do need to advertise to sell their wares.

So no it isn’t inappropriate for a government business to advertise.
