dungfungus, the provider might be based in Western Australia, but they offer an RSA course and subsequent certificate that is valid in the ACT. I myself have used them for RSA and food safety supervisor courses, and most of my staff have used them for their RSAs as well.

It is not a case of the provider saying they “might” be based in WA, they “are” based in WA.
So, why support some out of town outfit when the same services are available locally?

Because the OP was looking for something quick and relatively cheap, to which this website covers both.

I did the online one provided by the Master Grocers crowd – I think it took longer to sort out the stat dec than it did to do the course itself.

That most of the online ones are from outside the ACT is unremarkable – once you’ve coded up something to do one online course, it’s trivial to adapt it to suite other online courses. No reason why the ACT should be exceptional in this regard, or why the ORS should show preference for a local provider.

I did my ACT RSA online, via one of the providers linked to from the Access Canberra site. IIRC, it took an afternoon and was quite straightforward. Much easier than getting my NSW RSA was.

The Australian citizenship requirement for the CIT course is probably related to it being a government body; there’s certainly not a law in place that says only Australians can hold RSA (and so work in licensed premises).

No, but it effectively means that if the CIT is the only provider accredited to issue RSAs. Is it? If this is so I’d contact the ACT Ombudsman as this appears to be an unreasonable restriction on the right to work in the ACT.

The ones listed on the abovementioned site’s PDF list are kosher. Just note that these RSAs are specific to the ACT, they’re not valid in NSW (and vice-versa).
