Well, if you want to split hairs I was wrong but the Canberra Times didn’t say the whole story which was covered in the OP as follows:

“UPDATE: ACT Policing is treating the death in Greenway yesterday as non-suspicious.”

Perhaps a homeless person camping out who fell asleep and was burnt by something like a small camp fire or cigarette.
