You are supposed to get Government approval to erect any sort of memorial to a dearly departed. Most people just erect one anyway.

I had planned on putting a small bronze plaque in the location of my brothers untimely death, but discovered that it would be illegal, and possibly removed.

Knowing it would likely distress me if this happened, the plaque remains on a shelf.
