The competition, to be called the ”National Rugby Championship”, or NRC, would be an eight- to 10-team proposition built around regional bases, not necessarily the Premier Rugby clubs in Sydney and Brisbane.
The ARU wanted to build solid rugby ”pathways” for children in Perth, Melbourne and Canberra, cities that had Super Rugby teams but are not considered natural rugby markets, Pulver said.
He flagged a tender process to attract expressions of interest around the country, and said western Sydney would be a target market.
The season would start after Super Rugby ends in August and run until late October or early November.
