I would hazard a guess that it is a crop of a small part of the area that the camera covers, hence why it’s pixellated. There’s only so far you can crop and enlarge images before they turn to crap. I would go further and say it looks like it is one of the newish cameras on the corner of the ACTEWAGL building, which appears as though it covers the alley and garage entrance.

The problem isn’t with capturing the images, it’s with storing them. If they need to store images from multiple cameras for weeks/months, storage costs start to blow out rapidly.

eg. 2TB per camera for a week of 5 megapixel at 20 FPS for only 12 hours a day using H.264 (fairly heavy compression).

I don’t know if licensed clubs in the ACT have a regulated retention policy, but I would expect most would keep at least a months footage.
