I will go out on a limb and say that they migt have a partial disability and therfore do not require a whole space.
It’s probably more like i couldn’t give a fark attitude that seems to be more prevalent these days.
A car parked similar to this at O’connor, and a police officer drove past.
My partner waved the police officer down and pointed the car out, and asked him to write a ticket. Police Officer did nothing, and then drove off.
Note: I have a disability, and was going to a doctors appointment, and could not get a parking spot close by that day.

Surely you’re not suggesting that she should have thought about the situation and altered her immediate plans a little in order to overcome a very slight inconvenience caused by *shock horror* someone else?

I have a disability too, it’s called being white, able-bodied and male.

Also not mentioned is the nature of Tania01′s disbility, which may have required Partner to assist and not be off looking for a park.

Yes, they can issue the full range of parking tickets. However, parking tickets are low on the priority list compared to the other stuff they have to deal with and Canberra has dedicated parking inspectors for parking related issues.
