Liberals to tap Lyric Theatre project funding for stadium, convention centre, says Barr

Chief Minister Andrew Barr has accused the Canberra Liberals of raiding funding for the proposed 2000-seat Lyric Theatre to go towards their city stadium and convention centre proposals.

The Canberra Liberals have promised to continue with the theatre project along the same timeline as the government, but no costing on the project has been submitted to ACT Treasury.

In their costings for the stadium and the convention centre, the Liberals say they have identified provisioned funding in the 2024-25 infrastructure database worth $421.2 million for “Entertainment, Arts and Sport” project types, which will offset costs for the stadium and convention centre.

Talking to reporters about Labor’s renewal plans for the CBD, Mr Barr said these funds had been set aside mainly for the construction of the theatre but also other projects in the 10-year infrastructure plan

He said some of the Liberal Party costings were eating into the construction provision to undertake feasibility and design work for other projects.

“They will either need to tip in more money, or they are effectively saying that the theatre project won’t go ahead in its proposed form,” Mr Barr said.

That could mean a smaller theatre.

The actual construction cost needs to be determined through the second phase of procurement, but Mr Barr said the project benchmarks meant it would not be possible for the Liberals Party to do design and early works on other projects and construct a 2000-seat Lyric Theatre.

“There will be a shortfall of funding. It will be up to them to explain whether they would tip more money in or whether they are committing to build a 2000-seat Lyric Theatre as part of the Canberra Theatre Centre expansion,” he said.

“I’m very clear about what we’re doing. We budgeted for it and we’ve made the provisions, and we’ll get on with it. So if you want a 2000-seat Lyric Theatre, if you want an expanded Canberra Theatre Centre, vote Labor.”

Opposition Leader Elizabeth Lee said she had already confirmed that the Liberals would proceed with the theatre and that the money set aside in the infrastructure program was fair game given that Mr Barr had not been upfront about his costs.

“The fact is that Andrew Barr is incredibly opaque with his costings, so it is obviously open to any party looking at where the capital provisions are to say, hey, this is where there is some money for capital provisions, especially in the entertainment area,” she said.

Ms Lee later said no money from the theatre project would be reallocated and Mr Barr was attempting to undermine the Liberals’ costing process.

She said the Canberra Liberals had previously confirmed that they would not be proceeding with the $250 million entertainment pavilion Labor plans to build with a convention centre, and that funding provisioned for that project would be reallocated to a new convention centre and city stadium.

Ms Lee accused Mr Barr of providing evasive answers in Estimates when asked about provisions for major infrastructure projects including the pavilion, convention centre, and stadium.

“Andrew Barr must come clean and explain if he’s misled the Estimates Committee when he stated that the 2024-25 budget included provisions for major infrastructure projects including the pavilion, convention centre, and stadium,” Ms Lee said.

“The Canberra Liberals have committed to continuing with the Canberra Theatre expansion as per the current timeline and will not be reallocating any funds provisioned for this project to any other project.

“Given his opaque budget and his evasive answers in estimates, we are currently working with ACT Treasury to determine what capital provisions can be offset against our plans for a national convention centre and city stadium.”

The Liberals only submitted their costings for the stadium and convention centre on 11 October, the Treasury deadline.

The new theatre and the Arts and Cultural Precinct will be at the heart of the CBD. A contract is expected to be awarded in the middle of next year.

The Liberals have committed to starting four big projects in their first term if they form government: the stadium at West Basin, the National Convention Centre on the Civic pool site, the theatre and the hospital.

However, they will pull the plug on Light Rail Stage 2B to Woden, for which no cost estimate is available. The Liberals say the bill could be up to $4 billion.

A “Lyric Theatre” on London Circuit – Everything’s up to date in Kansas City………

yes, Canberra already has so many venues for high culture, Mr Barr, clearly that is the obvious place to cut for more seats for bums watching sport

I support the civic stadium and was pleased when the Liberals announced this policy two years ago, but two years later (much like the rest of their policy platform) all they’ve got is a figure they’re pulled from….thin air and an artist’s impression of what a civic stadium might look like.

It’s not just the extreme views that many of them hold it’s that they are not serious about good government.

You must have been very pleased when the ALP announced the same policy over a decade ago and took it to multiple elections with little detail and no costings then.

Running 7 feasibility studies for an upgraded stadium, spending millions of taxpayers dollars to develop the detail and *checks notes* not deliver anything.

Serious about good government? massive LOL.

Unlike Labor who have costings and either blatantly lie about them, or refuse to release them.

Between Labor and the greens members extreme views, econimic vandalism, budgetary mismanagement and flat out contempt for the electorate, you can see they are certainly not interested in good government

Barr rejected the civic stadium idea, so Chewy, Like the Liberals you blindly support, you’re making it up.

It’s funny to see the partisan hacks try to pretend that the last 10+ years didn’t happen.

The weak attempt at rewriting history to support the current government, avoiding the points raised and making stuff up are truly a sight to behold.

Meanwhile those of us with some objectivity are criticising poor policy no matter who’s proposing it.

It’s funny you calling anyone a partisan hack Chewy, show me one thing I’ve said supporting any party including Labor. I’ve merely criticised the Liberals because of their extreme views which alone are disqualifying and because in this instance they had a good policy idea and they’ve literally done nothing with it in two years.

Meanwhile, the facts are Barr rejected the city stadium and Lee’s picking up and running with that issue amounts to a magical number she won’t justify and an artist’s impression.

The Liberals are not only not fit to govern, they’re also not serious about governing. If they do win it will be a one-term circus.

The problem is you only attack the Liberals whilst giving the ALP a free pass for the exact same issues.

Whereas I post consistently around the failures from all sides , particularly when they propose ridiculously unviable infrastructure projects.

I’ve also posted here numerous times that a city stadium might be a “nice” thing to have but almost certainly doesn’t stack up, no matter who is proposing it.

You claim Barr rejecting a city stadium somehow makes his position superior than the Libs except for the fact that he ran with a city stadium proposal for over a decade and has delivered nothing. He doesn’t get credit for not delivering on his promises and then changing his mind.

And it’s not like the ALP have dropped the stadium idea altogether, they’ve simply promised a different location and have attempted to butter up the Feds to pay for it.

All whilst spending millions of dollars on taxpayer funds to run feasibility studies on the project, which should have been run beforehand and you seemingly except opposition parties to prepare despite not having access to those resources.

You also seemingly think having an alternate government, even for one term, would be a bad thing, when I think it would be a welcome change, regardless of which form it took. A 4 year “circus” might actually be preferable to the clown show we have now.

This would benefit everyone, including the ALP, even if it was just through renewal of their party, LA representatives and governance approach. Your level of short term thinking is part of the reason why government services and our economic position has degraded so significantly in recent years, because people are too scared to ever change their vote.

The people with actual extreme views are your mates in the greens, Seano. We have just recently had one who lokes Osama bin Laden and another calling for real political violence. That’s literal extremism, where the Liberals you whine about are merely conservative.

I’ve skipped most of the rest of this nonsense as it doesn’t address the point I made. It’s the same old party hack/booster strawman arguments and drivel.

I wouldn’t object to a change of government, what I object to is bigots, kooks and climate change deniers being offered as the alternative.

On the issue of the stadium, I am for it which is why I was “pleased” when Lee took up the issue (I know comprehension can be a challenge)…but two years later the Liberals have obviously done zero work on it. It’s not a serious policy, the civic stadium is a sound bite, the Canberra Liberals are an entirely unserious and unfit alternative government.

Yes, you clearly did. Because you point blank refuse to use the same standard of critique on the ALPs policy and performance as you do for the Libs.

I’ve asked you multiple times now to do so, but the best you came up with is they “can do better”.

You claim that the Liberals have had 2 years to develop a proposal (with imaginary funds), but refuse to apply that to the ALP who have had over 10 years to develop and actually deliver this specific policy. But they are no further along, despite spending millions of taxpayer funds on multiple feasibility studies.

It’s extraordinarily transparent what you’re trying to do, which is exactly the same old party hack, “look over there” line that you claim to be opposing.
